High fuel pressure can essentially cause a perfectly good Needle Valve to leak and this high fuel pressure is the results of an inaccurate fuel pump or an electrical pump that is producing too much pressure. To mend this, you must first check the pressure to the carburetor and it should be between four to six psi. If the pressure is too high, then you must really install a fuel pressure regulator or replace the fuel pump.
The second reason your carburetor could flood is a maladjusted or dribbling/damaged float. If you still have a carburetor rebuild sheet, that may tell you the proper float setting. If you don't then know that a good rule to set the float is to shut the needle valve when the fop of the float is roughly level or the top of the float is below the pinnacle of the carburetor bowl. Go on and lay a straight edge across the apex of the carburetor bowl to test the position of the float.
